課程概述 |
公共管理課程主要在說明公共治理領域內，如何透過政府組織、非營利組織、人民團體及文官體系，就公共事務及問題之解決，提供有效率、且具效能之公共服務。就研究領域而言，公共管理的探討範圍，不只包括傳統公共行政研究議題，並擴展到與公共治理相關之組織、個人。
公共管理的研究，需要探討跨國公共管理的異同、公共管理的憲政背景和法律制度沿革、各國政府組織及其運作、跨領域及跨部會之管理、公共管理跨科際之理解與運作、公共管理之網絡關係、國際化與公共管理之互動、環境保護與永續發展之維持。

二、教學目標
1. 深入理解公共管理的制度複雜性與互動性。
2. 解釋公共管理在各國環境中不斷變遷和改革之道。
3. 探討公共管理的問題結構及管理改革的模式。
4. 說明全觀型治理在現代化公共管理所扮演的角色。
三、每週進度及教學內容簡述
1. 第一週 緒論：公共管理的國內外環境變遷及而所產生的公共管理危機、機會、及各種挑戰。
2. 第二週 公共行政之多元知識來源，說明公共行政之研究傳統及相關學科。
3. 第三週 公共管理之跨國性比較，說明各國公共管理制度性的背景及所遭遇到的問題、公共管理改革的模式。
4. 第四週 各國政治與行政制度的形態，分析先進民主國家憲政、行政、文化與法律制度所形成的不同政治與行政類型。
5. 第五週 各國公共管理改革的軌道，包括：財政管理改革、人力資源管理改革、組織改革、績效管理改革、透明化與政府資訊公開及管理改革的執行。
6. 第六週 公共管理改革的結果，探討績效管理的概念模式，以及各國公共治理改革的績效。
7. 第七週 公共管理改革措施所產生的各種折衷、矛盾、平衡、與困境。
8. 第八週 以全觀型治理為核心的公共管理改革。
9. 第九週 全球化下的公共管理，說明網際網路社會中，如何維持政府的高度效能，避免全球化所帶來的衝擊和危機。
10. 第十週 國家理論與公共管理
11. 第十一週 公共管理的弔詭
12. 第十二週 參與式治理
13. 第十三週 協力治理
14. 第十四週 審議民主與公共治理

課程要求 |
包括平時閱讀、出席、書面報告和口頭報告、討論成績（25%）與期末報告分數（25%），共占學期總成績之50%。
